What this tool is — and isn't

Bag It Bin It is a memory aid. Its purpose is to help responsible dog owners avoid the all-too-common problem of a bagged waste bag being set down and then forgotten on the return walk — so that bags which would otherwise be left behind are collected and binned.

It is not a permission to leave dog waste on trails, paths, verges, or any public place. It does not change, suspend, or override your legal duty to dispose of your dog's waste properly. Using this app does not make leaving a bag lawful.

The law: leaving a bag is an offence when you leave it

Under the Environmental Protection Act 1990 (as amended by the Clean Neighbourhoods and Environment Act 2005), it is a criminal offence to drop or deposit litter — including a bagged dog-waste bag — in a public place and leave it.

Crucially, the offence is committed at the moment you leave the bag. Intending to return for it later, and actually returning for it later, does not undo the offence. UK enforcement authorities apply this directly: whether or not you later go back and pick the bag up, an offence has still been committed if you walked away from it.

Penalties can include a Fixed Penalty Notice, and on prosecution a fine of up to £2,500. Separate dog-fouling offences and Public Spaces Protection Order (PSPO) penalties may also apply. Rules differ in Scotland, which has its own dog-fouling legislation, and may differ again under local council orders.

Because of this, the only behaviour we recommend is to carry your bagged waste with you and dispose of it in a dog-waste bin, a public litter bin, or at home. Do not rely on this app as a substitute for doing so.

GPS & geolocation limits

Location coordinates are determined by your mobile device's built-in GPS. GPS signals can be affected by weather, tree cover, valleys, and hardware quality. A map pin placed by this app should therefore be treated as an approximation only. Do not rely solely on the map to find a bag — always look carefully at your surroundings as you walk.

Bin locations shown in the app come from a combination of public OpenStreetMap data and locations added by other users. We do not guarantee that any bin shown exists, is accessible, is in service, or accepts dog waste. Always verify on the ground. Bin map data © OpenStreetMap contributors.

Limitation of liability

To the fullest extent permitted by law, we accept no liability for any fine, fixed penalty notice, prosecution, legal cost, community complaint, or other loss arising from your use of this app, including any decision to leave a bag in any location. You are solely responsible for complying with all applicable littering, dog-control, and dog-fouling laws and local orders in your area.

Your Responsibilities

By using Bag It Bin It you agree that:

  • You will always aim to carry your dog's bagged waste to a bin or take it home. Bagging and binning is the law, and it is the behaviour this app exists to support.
  • You will never hang bags in trees, on fences, or leave them on the ground. Abandoned bagged waste is one of the most-complained-about countryside problems, and it is littering.
  • Not having a bag, or there being no bin nearby, is not a defence. The law still requires you to take your waste with you.
  • You understand the offence is committed when a bag is left, regardless of any intention to return for it.
  • You are responsible for knowing and following local rules, including any Public Spaces Protection Orders, national park byelaws, or council-specific requirements where you walk.
  • You use the bin locations and GPS pins at your own risk, verifying everything on the ground.
